电影舞台设定为近未来的日本。背负解决不受人类控制的机器人问题的“ARK计划”中枢，机器人技术权威光明寺信彦制造出电脑奇侠Kikaider，而光明寺却在实验中意外身亡。1年后，“ARK计划”交给了光明寺的对手神崎和国防部长椿谷的手上，导致计划的暴走。而光明寺开发的拥有「良心回路」的机器人次郎(电脑奇侠)这一位英雄出现战斗的故事。
